North Bay council wants cold asphalt oil-based

North Bay council is making the case for a return of oil-based cold asphalt.  Cold asphalt is used as a temporary measure to fill potholes in early spring because it’s still too cold to use regular asphalt.  The problem is cold asphalt is now latex based and doesn’t last as long as its oil-based predecessor.  However North Bay council will prepare a resolution calling for oil to replace latex in cold asphalt that’s used in Northern Ontario.  Oil was removed from cold asphalt for environmental reasons.
